@nhinkle -- The powdered alcohol that exists is alcohol bound to a substrate. That is you are adding to, no removing from, the base liquid. You can make a crude form yourself at home by mixing powdered sugar and everclear. However that is not "dehydrated" in the sense used here, and significantly increases both weight and volume. It's a horrible choice for hiking. You can't really "dehydrate" alcohol any more than you can dehydrate water. (never mind that "dehydrate" means remove water, not "remove liquid and turn to powder", as it's commonly used).

Topographical maps only tell a (very small) part of the story. The features of the landscape go far beyond elevation. Also, I already qualified that in the answer -- "To quantify where this works, 99% of my outdoors time has been off trail, with no map, in the southeastern US." ie - mostly dense forest.

I'd like to see some resource/research on this. Getting food from rivers is not a foreign concept to bears and any bear who has learned to look for human food containers could find them easily in most streams in the Appalachians (which are generally clear). They can see fish so I'd like to see some indication of what leads you to believe that they won't be able to see your dry sack.

The notoriety has to do with density. I don't know about the prevalence of Noro on the west coast, but I do know the PCT is much less densely populated than the AT during peak season. More people means more vectors. As far as I know, bird are not a vector for Noro, and I can't find any literature saying they are. Can you elaborate on why you think people are getting Noro from bird droppings?
