First instance is the security staff, if they let you past the checkpoint it's up to the Pilot, for example if you take a guitar to the airplane, and you don't want to check your precious as luggage, you need to buy a ticket for that instrument. If anyone questions the passenger (in this example the guitar, but it could be a drunken guy aswell) the pilot has the last word.

I have a recommendation for an edit, you suggest china markers or grease pencils, i cannot agree. If you fix a inflatable toy, that may be ok, but if you have a inflatable raft or something which essentially carries your life. NEVER use greasepencils/chinamarkes, because these leave grease on the surface which can cause failure of your repair. otherwise nice answer

not yet, but in autumn that's definitely going to happen, i ordered some stuff from ortlieb.de (waterproof cellphone bag) so i can navigate with GPS. And a foghorn... well sounds like alot of fun :)
