It depends how wet it is. If it's very wet, you're better off being naked than in wet clothes. Air is better insulator than water.

To your conclusion: you miss one thing. While the gross heat loss may be the same, in the breathing clothes the energy is drained when you sweat, and you sweat when you overheat, so it's the surplus energy. On the other hand, cottons keeps moisture drains that energy afterwards, for example when you rest and not produce so much energy. This forces your body to produce more sweat on overheating and loose more energy when resting.

In the room, the effects are not such visible. By wind they are tremendous. Even in the summer, wet cotton is very uncomfortable. And it doesn't want to dry up.
