I'm also not sure, but I think for 0 degree not a lot of effort is necessary, but for -20 degree a little bit more effort would be necessary probably.

Yes I think it is useful if you want to climb a high mountain very fast and just want to suppress the symptoms. But is definitively not recommend to use it (proactively).

At least in Switzerland and Liechtenstein you can drink water from every source, if a sign does not forbid it.
