As far as the locks are concerned, you should be able to go through all the locks. I know you can go through the locks on the Mississippi, I went through the locks in Minneapolis via canoe just a few weeks ago.

Solid chunks of beef only need to be seared if they came from a reputable butcher. If they came from the local discount grocer, then spent many hours in the Danger Zone (40-140F), it can be just as dangerous as pork sausages. Even if you kill all the bacteria, they can still leave behind toxins that will survive cooking. It's important to understand all aspects of food safety.

A sufficiently clueless cook can prepare meat steaming hot and too hot to touch....on the outside, with it still ice cold in the middle. I've seen it before.

"Once you start to feel thirsty, you are already dehydrated." that's only true for very intense physical activity like running a marathon to win, or very high temperatures. Otherwise, relying on the feeling of thirst is just fine for healthy individuals.

Also, unless you are in a hot desert and sweating a great deal, low electrolytes is not really something you need to worry about.
