While it's hard to get startled by a horse, cyclist can come down paths no wider than a person with relatively little sound at pretty breakneck speeds. Hikers might be carrying heavy loads or have reached a certain age and be unable to duck out of the way quick enough even if constantly aware of the possibility. By making it the cyclists responsibility they have to mind their environment and if needed slow down as a precaution. | |
